The anti-terrorist operation in the east of Ukraine (ATO) is a complex of military and special organizational and legal measures of the Ukrainian forces, aimed at countering the activities of illegal Russian and pro-Russian armed groups in the war in the east of Ukraine. On the evening of April 12, 2014, the decision to start the operation was made by the National Security and Defense Council of Ukraine and announced the next day, April 13.[1] The operation itself lasted from April 14, 2014 to April 30, 2018. After the anti-terrorist operation in the east of Ukraine, the operation of the United Forces (JOF) was introduced.
According to the statements of the Ukrainian authorities, to repel Russian aggression in the spring of 2014, the legal regime of the anti-terrorist operation was chosen due to the urgent need to hold presidential and parliamentary elections. Elections would be impossible under martial law.
